Consolidating blogs is what evo ( and now us ) call aggregated blogs and is an admin setting, although that setting can be made friendlier

I'm not sure how/what the mobile plugin does, I don't have a mobile worth pointing at the internet

IIRC the changes to the smilie plugin were done way back in the phoenix days ( 1.6 ). You can just click the "edit properties" icon in admin > global settings > plugins and add your own ... it's a smidge geeky though

Database tidying begun (set to 1 day).
phpmyadmin optimization done.
phpmyadmin export done, although not sure I chose the right options (just went with the default) since it took about one second.

Starting install now. The install link /quamplures/install/ didn't work, though--it was just /quamplures, which then led me to the correct install location.

However, I got the message:

We cannot automatically create or update your config file [/home/jhudson2/domains/hudson2001.com/public_html/quamplures/qp_config/_main_config.php]!

You need to update the config file manually:

So I did that and then got the email/password screen and now I get to play!

Sounds like a branch opportunity to me!

Like, a message that says (politely of course) something like this

We cannot automatically create or update your config file [PATH/qp_config/_main_config.php]! You will have to manually create that file yourself before you can continue.

Since your host can't handle step one there is no reason to believe that all aspects and features of Quam Plures will work without issue. We suggest you talk to your host about why their server is stuck in the 20th century or just find a better host. Some of the Quam Plures core team can probably offer you a better hosting deal
